RICHARD LAUGHTON Richard V. Laughton, B.Sc., M.Eng., C.Chem., CCEP,
QEP Mr. Laughton has been professionally involved in the environmental management field since 1975. Mr. Laughton is President of CENSOL Inc. (formerly Pollutech International), the international company responsible for all POLLUTECH and CENSOL international projects, Prior to the corporate reorganization in May 2003, Mr. Laughton was President of Pollutech Group of Companies Inc. and the affiliates of Pollutech International Limited and Pollutech Geoenvironmental Limited, which together provided analytical services and process engineering in the field of environmental management both nationally and internationally. Mr. Laughton holds a Bachelor of Science (1973) and a Master of Engineering (1975), both from the University of Western Ontario. Mr. Laughton's technical education concentrated on the evaluation of contaminants on systems and associated effects, drawing on both the natural science, chemistry and environmental engineering aspects. Since that time, Mr Laughton has completed the requirements for recognition is a "Chartered Chemist" (C.Chem.) with the Association of the Chemical Profession of Ontario; as a "Qualified Environmental Professional" (QEP) with the Institute of Professional Environmental Practice; and has completed all of the required training for membership with the Canadian Arbitration and Mediation Institute. In 1996 Mr Laughton received accreditation under ISO 14012 as a "Certified Environmental Auditor" (CEA) and an "Environmental Management System - Lead Auditor" (EMSLA) from the Canadian Environmental Auditing Association. In 2001, Mr. Laughton was certified as a "Canadian Certified Environmental Practitioner" (CCEP), in 5 categories, by the Canadian Environmental Certification Approval Board. The categories include: human and environmental health and safety, air quality protection, water quality protection, integrated environmental management and environmental research. Mr. Laughton has been an active member of the Association of the Chemical Profession of Ontario, Canadian Association on Water Pollution Research & Control, the International and Ontario Chapters of the Water Environment Federation, the American Water Works Association, the National Groundwater Association, the Canadian Society of Environmental Biologists, the Canadian Manufacturer’s and Exporters and the Canadian Council for the Americas. As a member of the Arbitration and Mediation Institute of Ontario, he held the position of Secretary of the Environmental Section. Mr. Laughton has been an active participant with the Board of Examiners for both the Institute of Environmental Practice (IPEP-QEP) and the Canadian Environmental Auditing Association (CEAA). Mr. Laughton has served as a member of the Certification Committees for the Canadian Council of Human Resources in the Environment Industry (CCHREI) and CEAA, where he also Chaired the Appeals & Discipline Committee. Mr. Laughton served as a member of the Board of Directors at the provincial level of the Ontario Environmental Industry Association (ONEIA), at the national level of both the Canadian Environmental Industry Association (CEIA) and the Canadian Environmental Auditing Association (CEAA). Mr Laughton served on the Executive Committee of both CEIA and CEAA. At the community level, Mr. Laughton has served on the Oakville Chamber of Commerce as a representative on the Environmental Committee as well as the International Trade Committee, where he chaired the Strategic Alliance Sub-Committee. From 1997 to 2006 Mr. Laughton was been an active member of the "Government Relations Committee" of the Milton Chamber of Commerce, to facilitate resolution of a number of environmental issues in the rapidly expanding community. Internationally, Mr. Laughton’s community work is active as a member of Industry Canada’s SCI (Sustainable Cities Imitative). In support of international projects undertaken by CENSOL, Mr. Laughton is an active member of the "Export Finance and Insurance Committee" of the Canadian Manufacturer’s and Exporters (CME), where he acts as a representative of SMEs (small and medium enterprises) and the Canadian environmental industry. Mr. Laughton also works with the CME’s "Development Aid Committee", responsible for dealings between the CME, CIDA (Canadian International Development Agency), DFAIT (Department of Foreign Affairs and International Trade) and the IFIs (International Financial Institutions). Mr. Laughton assists the Alliance’s Environmental Committees at both the provincial and national level and is an active member of "Trade Team Canada’s" environmental sector (TTCE) with Industry Canada and the Department of Foreign Affairs and International Trade. Mr. Laughton is the Chair of the "Project Finance Cluster" of the TTCE in association with the CEIA Environmental Exporter’s Council (EEC). Personally and through Pollutech International Limited, Mr. Laughton holds valid government security clearance with Public Works and Government Services Canada and is registered with the United States / Canada Joint Certification Office Defence Logistics Services Centre. Mr. Laughton is recognized to act as a representative of Environment Canada, Transport Canada and the Canadian Coast Guard under the Canada Shipping Act. In the capacity as an environmental expert, Mr. Laughton has presented expert evidence before the Ontario Municipal Board, The Provincial Facilitator's Office, The Environmental Assessment Board, the Niagara Escarpment Commission and the Consolidated Hearings Board. In addition he has presented expert evidence for several matters before the Ontario Court (General Division) and the Federal Court of Canada. During the past decade, he has been a co-author of numerous scientific papers that have been presented in Canada, the United States, Europe and Latin America. As a result of extensive research and development work, Mr. Laughton holds the patent in eight countries for a biological nitrification/denitrification process, which forms an integral part of the Canadian Mortgage and Housing Corporation's "Canadian Water/Energy Loop" (CANWEL System). Mr. Laughton lectures regularly for national and international training seminars on such topics as toxic real estate, Ontario regulatory programs, ISO 14000, advanced treatment concepts and cost effective product recovery as an alternative to conventional treatment systems. On the international market, Mr. Laughton has worked on assignments in Germany, Spain, Italy, Belgium, The Netherlands, Portugal, Turkey, Egypt, Hong Kong, China, Nicaragua, Costa Rica, Honduras, Mexico, Belize, Venezuela, Uruguay, Chile and Jamaica. These projects have been completed in conjunction with numerous private agencies as well as the Canadian Commercial Corporation (CCC), Export Development Canada (EDC), the Canadian International Development Agency (CIDA), Department of Foreign Affairs and International Trade (DFAIT) and the leading International Financial Institutions (WB, ADB, IADB, and EBRD). Mr. Laughton's previous experience with senior Ministry of the Environment staff, followed by an extensive period of time in applied research and development, has provided a unique background in the "needs, economies and politics" of achieving today's necessary environmental goals, given the existing regulatory system. This expertise is now applied on a routine basis to projects carried out by CENSOL. Having several years experience in process design, regulatory control, and contract research and development has provided Mr. Laughton with the skills to co-ordinate the Pollutech team on numerous interdisciplinary projects. Mr. Laughton has the "hands-on" experience conducting the actual field work and the experience of managing several hundred environmental contracts. In his current and previous technical roles, Mr. Laughton has been directly responsible for: a four year pilot and demonstration scale evaluation of a treatment system to provide the reuse of service water from wastewater for high density housing; management of full-scale, long-term environmental evaluations and troubleshooting programs at several municipal and industrial facilities, including studies of liquid effluent impacts on receiving streams, atmospheric emissions (dust, odour, noise, vibration) on neighbouring activities, and management of solid residues from production through to disposal; numerous actions and representations as part of judicial projects completed on behalf of law firms and industrial clients under the Environmental Assessment Act, the Planning Act, the Ontario Water Resources Act, the Environmental Protection Act, and the Niagara Escarpment Plan. provision of Expert Evidence before a wide array of courts in Canada, including the Federal Court of Canada, as well as preparation of legal reports for international projects under foreign jurisdictions; co-ordination of government contracts at the Regional, Provincial and Federal levels dealing with national surveys of environmental issues, new technologies in industrial processes, detailed multi-disciplinary environmental assessments, and national emission surveys; evaluation and approval testing of new and unproven treatment processes, re-rating of existing facilities for liquid emission controls, development of test procedures for determination of optimum process performance; development and evaluation of water and wastewater treatment processes for the removal of organic and inorganic contaminants for applications in Canada, St. Lucia, China, Vietnam, Hong Kong, Venezuela, Turkey, Uruguay, Germany and Lesotho; numerous studies to determine the suitability of waste carbohydrates as feed stocks for fuel and single cell protein by hexose and pentose fermenting yeasts, and the development of a chemical/biological system for the recycling of spent carbonate pulping liquors using wet air oxidation and fermentation; several process design studies for waste treatment plants in the automotive (metal stamping, forging, painting, assembly) pulp and paper (kraft, thermo-mechanical, board mills), textile (weaving, dyeing, printing), food (beef, poultry, rendering, fruit & vegetable, packaging), metal plating (co-extrusion, anodizing, painting) and steel industries; numerous industrial and neighbourhood audits to assess the impact of industrial process releases (water, particulate, noise, odour, light) on residential developments, including annual audits of all of the Canadian facilities of a major USA/Canadian OEM supplier; environmental risk assessments, including emission surveys, compliance with government regulations, health and safety in environmentally hazardous work areas, property transfer evaluations (Phase I and II site assessments), and the development of senior level corporate response programs; the transfer of Canadian technology for environmental management to foreign regulatory agencies in Spain, Germany, Turkey, Hong Kong, Uruguay, Chile, and Nicaragua;
